ruleset feature requests

When playing no, he came up with the idea to have a small delay on rg (for example) to make it a little harder to use (in opposite to nerfing damage).
Is this possible to have a
fire delay: 0.06
going in 1/100 sec steps?

Beside that I have been thinking about the idea of having the weapon switch time more dynamic by making it depending on player speed.
For example: player speed 0 - 320 q3 with weapon switch time, going down to instant switch when player reaches 1000 ups.
Could that be done? (I have no idea on the outcome / impact on gameplay:)

Both suggestions were on the old flyspray. Fell free to repost them on the new one.

As for when it can be done, i wouldn't hold your breath, it will happen, just it might take time (there are some more pressing matters).
